Rep. Don Bacon, R-Neb., is pushing hard for a stronger U.S. posture toward Moscow and wants the United Nations to treat Russia like the pariah it has become, calling for its removal from the U.N. Security Council and urging more military support for Ukraine while criticizing the U.N.’s current position.

Rep. Don Bacon has repeatedly labeled Russia a pariah state and he reiterated that position in recent public remarks, stressing American leadership and accountability on the world stage. He argues the United Nations should not legitimize a nation that invades neighbors and commits atrocities, and he is calling for the General Assembly to act. The tone is unmistakably firm and aligned with a Republican view that America must push back where global institutions fail.

“The United Nations General Assembly should vote on removing the Russians from the Security Council. Russia is a pariah state and should be treated that way,” Bacon asserted in a Friday on X. That statement was meant to push allies and allies-to-be to recognize the inconsistency of letting Moscow keep a permanent seat where it can veto meaningful action. For Bacon, symbolic moves like expulsion would underscore moral clarity and pressure other nations to stop treating Russia as a peer of civilized democracies.

The Russian Federation remains one of the five permanent members of the U.N. Security Council, a position Bacon says undermines global credibility while victims suffer. The other permanent members include the U.S., the United Kingdom, China and France, which complicates any push for reform because reform requires consensus among entrenched powers. Bacon’s argument is that moral leadership sometimes means calling out the institutions that have been compromised.

Bacon has not limited his complaints to Russia alone; he says the U.N. too often makes morally questionable decisions that damage its standing. Republicans who favor a tougher posture on the world stage see the current system as rewarding aggressors and punishing allies, which erodes trust in international law and institutions. To them, pruning legitimacy from bad actors is a necessary, if politically difficult, step.

Going back through his public posts, Bacon has been consistent. In a February 2022 post on X, Bacon wrote, “It is obscene reality that Russia now Chairs the UN Security Council. We should kick the Russians out of as many international organizations and forums as possible. Russia is a pariah state and should be treated as such.” He used stark language then to emphasize what he sees as an urgent mismatch between Russia’s actions and any claim to international responsibility.

In December 2023 he again made the point in a public message, saying, “The United Nations is an embarrassment with Russia sitting on the Security Council. Russia invaded its neighbor and is committing crimes against humanity. Kick Russia off the Security Council.” That declaration, shown in a recent , was intended to rally both lawmakers and the public around a simple demand: stop shielding aggressors with institutions meant to keep the peace.

Bacon is also advocating stronger U.S. military assistance for Ukraine as part of a broader strategy to blunt Russian aggression. “Russia is losing on the battlefield and in the Black Sea. Its economy is in tatters. All it can do is bomb Ukrainian cities and civilians. This is why we must pass Russian sanctions and military aid to Ukraine. The House will vote on this in two weeks,” he declared in a Sunday on X. For Bacon and like-minded Republicans, backing Ukraine is both moral and strategic: it defends freedom and deters further aggression against NATO neighbors.

The congressman, who has been in office since 2017, has been clear about shifting responsibilities and the need for allies to step up while the U.S. leads. He announced last year that he will not seek re-election in 2026, but his recent stands show he wants to shape the debate before he leaves Congress. In his view, pressing for accountability at the U.N. and strengthening Ukraine are steps the next generation of leaders must take seriously.
