The Pentagon has quietly shifted from years of modest buys to an urgent push for hundreds and even thousands of missile interceptors as depleted stocks from recent conflicts exposed a glaring gap in U.S. air defenses, and leaders now face the hard work of rebuilding factories, supply lines and congressional support to keep America ready for larger threats like China.
The last few years of missile-heavy fights demonstrated a brutal truth: our most advanced interceptors are being consumed faster than they were produced. Patriot PAC-3 MSE and THAAD interceptors have been fired to protect partners and U.S. forces, and the obvious consequence is thinner magazines and tougher choices for commanders. That reality forced a sharp course correction in procurement plans.
Budget books now show a dramatic uptick in planned purchases after decades of restraint, with PAC-3 MSE buys climbing from the low hundreds into plans for thousands. Reported procurement fell from 328 missiles in fiscal 2022 to 214 by fiscal 2025, then started to rise again as lawmakers and the Pentagon recalculated risk. The Army’s acquisition objective shifted from a few thousand interceptors to a much larger requirement in 2025, reflecting a new urgency.
“The problem is 25 years of not buying enough munitions,” retired Rear Adm. Mark Montgomery, a senior fellow at the Foundation for Defense of Democracies, told Fox News Digital. That blunt sentence captures what many defense observers already suspected: years of budget tradeoffs left the U.S. vulnerable to sustained missile salvos. It is a political and strategic failure as much as a procurement one.
PAC-3 MSE and THAAD matter because they offer two crucial layers of defense: Patriots for shorter-range, tactical protection and THAAD for exoatmospheric interceptions farther out. Those systems are complex and expensive, and their parts are produced by a specialized industrial base that shrank when demand did. Rebuilding that industrial base takes more than signing a contract; it takes sustained funding and a coordinated plan to grow suppliers, tooling and skilled labor.
“The shortage was entirely foreseeable, and there have been arguments surrounding interceptor and munition procurement numbers for decades,” Jim Fein, a defense industrial base researcher at the Heritage Foundation, told Fox News Digital. “Ultimately, budgetary tradeoffs were made, and those arguing for other programs won out.” That quote nails the policy failure: choices were made for other priorities, and the bill has come due.
The scale of what’s needed is not small. Heritage estimates suggest a minimum viable inventory for a near-peer conflict would require thousands more interceptors than current holdings, including estimates like 7,082 PAC-3 MSE and 1,394 THAAD interceptors. At current production rates the report warns it could take years, even decades, to reach those levels without rapid, sustained investment. Those timelines are political as well as industrial challenges.
By fiscal 2027 the Army pivoted to assume responsibility for THAAD buys and requested hundreds more interceptors, including a plan that leans heavily on mandatory munitions funding to accelerate production. But ordering on paper is only step one; turning contracts into missiles means Congress must fund the work and industry must expand capacity. The administration has negotiated framework agreements with defense firms, but converting them into steady production lines will require follow-through.
Even with money in hand, rebuilding inventories is slow because interceptors rely on rocket motors, seekers, guidance chips, energetics and suppliers that do not scale overnight. The munitions acceleration effort is an attempt to create that surge capacity, not an instant refill of depleted stocks. This is a multi-year program to shift the baseline of U.S. deterrence and defense industrial capability.
“Interceptor inventory is not a supporting detail in a China contingency — it is what allows the Joint Force to survive long enough to win,” Fein wrote. A conflict in the Indo-Pacific would demand sustained defenses across many bases and ships facing massed ballistic and cruise missile salvos, and without adequate interceptors even the best plans risk being overwhelmed. The policy takeaway is simple: capability, industrial strength and funding must align before the next big test arrives.
