Kushner Linked Resort Sparks Albanian Rule Of Law Probe

Albania’s special anti-corruption office has opened a probe into changes to the protected status of a coastal wetland tied to a large luxury development connected to Jared Kushner, sparking protests, security incidents, and political debate about environment, investment, and rule of law.

SPAK, the special anti-corruption prosecution office, has launched an investigation into revisions around the Vjosa-Narta protected landscape in Zvërnec, a coastal wetland known for its flamingos, Mediterranean monk seals, and sea turtle nesting sites. The probe focuses on how official protections were altered and whether the process followed legal and environmental safeguards. Locals and conservation groups have flagged the area as ecologically sensitive and quickly mobilized when changes became visible.

The development at the center of the controversy is tied to Affinity Partners, a firm linked to Jared Kushner, who publicly discussed plans for luxury tourism projects in Albania during 2024. Kushner and his wife Ivanka Trump visited the Zvërnec area earlier this year, and the project has been presented as a major tourism investment. Details circulating locally and in media accounts suggest an ambitious build-out that would significantly transform the coastline.

Albanian Prime Minister Edi Rama has confirmed talks with Kushner’s team, and the proposal under discussion reportedly envisions roughly 10,000 hotel rooms and villas. Rama has framed the proposal as part of a larger effort to boost the country’s regional standing. “I want to make Albania a country that is a destination to be envied in the region, and this project is part of this effort,” Rama said Monday.

Public opposition grew sharply in May when large fences topped with barbed wire appeared at the proposed site, blocking access to beaches that locals and tourists had used for years. The sudden appearance of fortified perimeters turned a planning debate into a public confrontation and prompted citizens, nonprofits, and environmental advocates to stage demonstrations. Protesters demanded access be restored and called for transparency about the permits and legal basis for the changes.

Clashes escalated after footage emerged showing private security personnel apparently assaulting and dragging a protester along a cliff, and other guards allegedly threatening demonstrators trying to remove fences and halt what appeared to be construction. Those scenes intensified scrutiny of the project and the conduct of contracted security teams. Authorities responded by revoking the licenses of two private security companies involved in the incidents.

In the wake of the confrontations, around 15 protesters have been charged and the local police chief has been removed from duty pending further review. The mix of criminal charges, suspended officials, and a high-profile international investor has turned the dispute into a test of Albania’s institutions. Citizens demanding Rama’s resignation staged additional demonstrations outside government offices, underscoring how infrastructure and development projects can quickly become political flashpoints.

From a Republican perspective, the core issues are straightforward: foreign and domestic investment can be a real opportunity if handled transparently, but it must respect property rights, environmental protections, and the rule of law. A probe by an anti-corruption office is a necessary check when protected lands and public access are at stake, and legitimate security concerns do not justify heavy-handed tactics or suppression of peaceful protest. If Albania wants responsible growth and outside capital, negotiators and developers must operate in daylight, follow the law, and keep local communities part of the conversation rather than forcing change through fences and private muscle.
