Secretary of State Marco Rubio unveiled a new visa restriction policy aimed at foreign nationals tied to cybercrime and cyber-enabled fraud, and the administration says it will use a broad toolbox to punish offenders and those who enable them. The move follows an earlier executive order signed by President Donald Trump called “Combatting Cybercrime, Fraud, and Predatory Schemes Against American Citizens” that directs federal agencies to confront scam centers and transnational criminal groups. Officials emphasize this is about protecting Americans from online investment scams, sextortion, money laundering, and human trafficking.
Rubio framed the policy as a direct threat to the offshore networks that target U.S. citizens and families. “This policy targets individuals responsible for, or complicit in, cybercrime and cyber-enabled crime, such as those involved in cyberscams, and sextortion,” Rubio said in a statement. The change will make it harder for perpetrators and some of their associates to enter the United States or use visas as leverage.
The State Department will apply restrictions not just to alleged operators, but in some cases to immediate family members who are tied to or benefit from illicit activity. That move is meant to raise the cost for transnational criminal organizations that hide behind family structures and layered ownership. Republicans see this as a sensible pressure point that hits networks where they are vulnerable, disrupting finances and travel.
The White House strategy builds on the executive order. Rubio pointed to the staggering scale of the problem to justify the hard line. The administration, Rubio said, “is taking action to counter an unprecedented threat from online investment scams.” He highlighted the massive losses and the human toll, arguing that weak responses only encourage more abuse and more sophisticated schemes aimed at Americans.
The secretary laid out the kinds of harms driving the policy, detailing how scams feed larger criminal systems. “Often orchestrated by Chinese transnational criminal organizations, scammers have defrauded U.S. citizens of at least $10 billion in 2024 alone while fueling corruption, money laundering, and human trafficking,” the secretary said. That sentence is meant to tie fraud to broader threats that conservatives worry degrade both security and sovereignty.
Rubio also called out the particularly cruel use of sextortion against young people and families. “American children also have been specifically targeted by offenders operating overseas for sextortion scams, devastating families and futures,” he continued. For Republicans, protecting children from overseas predators is a clear moral imperative that demands an aggressive U.S. posture.
The administration says it will pair diplomatic pressure with legal tools to break up networks and seize their resources. Rubio said officials are “deploying every tool at our disposal—sanctions, prosecutions, asset seizures, extradition requests, and international law enforcement cooperation—to dismantle criminal scam networks and impose costs on those who enable them.” The goal is to make these schemes unprofitable and to deny safe havens to the organizers.
Finally, Rubio emphasized the symbolic and practical power of visa policy as leverage. “By restricting visa issuance to those who are responsible for or complicit in these criminal enterprises, we are sending a clear message: The United States will go after those who prey on our citizens,” he said. For Republicans, using visa controls alongside criminal charges and sanctions is a straightforward, commonsense tool to defend Americans and punish hostile actors abroad.
