Trump Considers Senate Sanctions Bill Amid Rising Frustrations with Moscow

President Donald Trump is voicing his frustration with Russia’s ongoing aggression toward Ukraine. This has sparked a robust discussion in the Senate about implementing a stringent sanctions bill against Russia. Senate Majority Leader John Thune, a Republican from South Dakota, has been relatively quiet on this matter until now, but he seems ready to move forward with the bill proposed by Senator Lindsey Graham, which has considerable bipartisan support.

Thune mentions that the sanctions bill would send a strong message to Russian President Vladimir Putin and demonstrate the kind of leadership that European allies are looking for from the United States. He emphasizes the importance of coordinating with the House of Representatives and the White House to ensure the bill’s success. Thune stated, “We want to make sure, when we move it, that we’re coordinating it with the White House, with the House.”

President Trump, who has previously called the sanctions bill “very harsh,” now appears more open to the idea, especially given his growing impatience with Putin’s refusal to discuss even a temporary ceasefire. Although Trump is considering the bill more seriously, he desires some changes to allow him more flexibility in his foreign policy approach. A source close to Trump noted that the bill’s current provisions lack the flexibility needed for the president to implement his foreign policy effectively.

In earlier attempts to foster negotiations between Putin and Ukrainian President Volodymyr Zelensky, Trump avoided increasing sanctions, hoping for good-faith discussions. However, Putin’s obstinance is now viewed by Trump as a significant barrier to peace efforts. “We get a lot of bulls*** thrown at us by Putin,” Trump candidly stated during a recent cabinet meeting.

This marks a shift in Trump’s approach, as he previously refrained from public criticism of Putin to maintain a path to peace. Despite his campaign promises to end the conflict swiftly, Trump’s diplomatic efforts have not been reciprocated by Moscow. He also hesitated to impose stricter sanctions earlier, concerned it might push Russia closer to China.

Putin’s actions, however, seem to have influenced Trump’s stance. The Russian leader’s promises for peace have been followed by continued military aggression in Ukraine. During a July phone call, Putin maintained that Russia seeks a political solution but will not compromise on its objectives, such as Ukraine’s permanent neutrality.

Kremlin aide Yuri Ushakov reiterated Putin’s stance, emphasizing that Russia aims to eliminate what it sees as the root causes of the conflict. These causes include Ukraine’s growing ties with the West and NATO. Following a challenging conversation with Putin, Trump expressed disappointment, admitting he made no progress in persuading Putin to halt the war.

Shortly after their discussion, Russia launched a significant missile and drone attack on Kyiv and other Ukrainian cities. These aggressive military actions have intensified as U.S.-brokered ceasefire talks have stalled. At a cabinet meeting, Trump criticized Putin for the ongoing violence, highlighting the high casualty rates.

Senate Majority Leader Thune indicated that an update on the sanctions bill might be announced soon. Senator Graham has been in discussions with the White House to adjust the bill, ensuring it provides the president with necessary waiver authority. Trump has stressed the importance of maintaining control over the implementation and termination of the sanctions.

The proposed “Sanctioning Russia Act of 2025” aims to impose a 500% tariff on countries purchasing Russian oil, gas, and other goods. This measure could impact nations like China and Iran, as well as European countries still buying Russian oil.
