President Donald Trump’s surprise decision to remove Kristi Noem as Department of Homeland Security secretary and tap Sen. Markwayne Mullin for the post sent Capitol Hill into a frenzy, with partisan reactions pouring in and debate centering on a $220 million ad buy and recent enforcement controversies.

The shakeup followed testimony during a Senate hearing where Noem acknowledged that “The president approved ahead of time you spending $220 million running TV ads across the country in which you are featured prominently?” and answered plainly, “Yes, he did.” That admission became a focal point in the fallout and reportedly angered the president, who disputed the claim. The ad spending angle fed a larger argument over priorities and stewardship at a cabinet-level agency responsible for border security.

“That she’s gone, you know — hallelujah,” Rep. Jim McGovern, D-Mass., said when the news broke, and he added bluntly, “That he’s the replacement, oh my God. I don’t know what else to say.” Those reactions from Democrats underscored how polarizing the move was, with some celebrating Noem’s exit while others worried the switch could deepen partisan divisions. Republicans, by contrast, framed the change as the president exercising his constitutional prerogative.

DHS has been front and center in the administration’s push on immigration, and critics zeroed in after violent clashes led to civilian deaths, incidents that intensified scrutiny of federal tactics. Noem defended her agents, saying they had acted to protect themselves from credible threats, and that stance set up a clash over accountability versus mission. The department’s role in enforcing laws at the border has been both politically potent and operationally complex.

TRUMP’S NEW DHS PICK IS AN ILLEGAL IMMIGRATION HAWK WHO’S ‘ALL ABOUT THE MISSION’: EXPERT This description has circulated as supporters tout a tougher posture on illegal immigration and operational focus. For conservatives, the pick signals a return to a priority on enforcement and secure borders rather than public relations campaigns or media-facing initiatives.

Noem will not be leaving the orbit of the administration entirely; she has been reassigned as Special Envoy for The Shield of the Americas, a new regional coalition aimed at coordinating with Latin American partners. That move keeps her in a geopolitical role while clearing the way for new leadership at DHS. Republicans portrayed the adjustment as a practical reallocation of talent where it can serve diplomatic and regional aims.

KRISTI NOEM FIRED FROM HOMELAND SECURITY POST AMID RECENT TURMOIL Many Democrats argued that Noem’s record made her removal inevitable. “Well, I think basically the president had no choice,” Rep. Jamie Raskin, D-Md., said, and Rep. Joaquin Castro, D-Texas, insisted, “The thing about Kristi Noem is that she was never qualified for that role. Nothing in her service in Congress or her background as a governor that was far away from the Southern Border ever suggested she was qualified for the role, and during her service, I think she proved that she wasn’t.”

Some Democrats went further, calling for harsher consequences. “Moving her to another location does not bring about the justice that we seek. She should be removed — not moved. This is a reckless president, and he has to be stopped. Not only should Ms. Noem be impeached, but the President of the United States should be impeached as well,” Rep. Al Green, D-Texas, declared. Those objections underline how charged the politics have become around immigration and executive appointments.

NOEM PREPS TO BATTLE HOUSE DEMS AFTER BIPARTISAN BASHING IN SENATE OVER DOGS, ICE Democrats urged the incoming DHS secretary to consider operational reforms to ICE they want tied to funding next year, with Rep. Johnny Olszewski, D-Md., saying, “My hope is that Sen. Mullin understands that the vast majority of Americans support reforms to the lawlessness we’ve seen from ICE.” Republicans answered with endorsements for Mullin’s credentials and judgment, as Rep. Russel Fry, R-S.C., put it, “Certainly, it was the president’s prerogative who serves in his cabinet. Markwayne Mullin has been a great senator for the state of Oklahoma. He’ll make a great homeland security secretary,” and supporters argued his background will refocus DHS on mission-critical work rather than media-driven initiatives.
