Texas Legislature Approves Historic $9B School Funding Boost

Texas is making a big move in education with the passing of a significant school finance bill, known as HB 2. This bill is a game-changer, bringing in a whopping $8.5 billion in new funding, setting a record for public education investment in the state. As part of a broader educational reform, it also includes Texas’s first-ever school choice bill, dedicating $1 billion to an Education Savings Account program for around 100,000 students.

Governor Greg Abbott already put his stamp of approval on the school choice measure, highlighting his commitment to giving parents more control over their children’s education. Now, HB 2 is set to deliver a substantial $4.2 billion boost in teacher and staff salaries, the largest increase ever. On top of that, it expands programs for incentive pay and teacher training, ensuring educators are well-equipped to guide their students.

The bill doesn’t stop there; it also provides $1.3 billion to help school districts manage costs like insurance, utilities, and retirement contributions. Nearly $2 billion is earmarked for updating special education formulas, funding full-day pre-K, and enhancing early learning interventions. There’s also a solid $430 million allocated for school safety initiatives, a crucial aspect in today’s world.

Lt. Gov. Dan Patrick expressed his enthusiasm, saying, “We have been working diligently with the House in countless meetings and thoughtful discussions throughout the session to create the most effective school finance bill in Texas history.” He believes the bill targets specific needs that will elevate Texas’s education system to the top. House Speaker Dustin Burrows echoed this sentiment, appreciating the bipartisan effort that went into crafting this landmark legislation.

State Sen. Brandon Creighton, who played a key role in shaping the Senate’s education package, emphasized that most of the funds are directed straight to the classroom. He assured that student success is the driving force behind every decision made in the bill. State Rep. Brad Buckley, author of the House’s package, highlighted the historic teacher pay raise and investments in special education and early childhood learning.

This agreement is particularly significant for rural Texas, as noted by state Rep. Trent Ashby. He pointed out that smaller districts often struggle with limited resources, and HB 2 addresses these challenges head-on. The bill promises lasting pay raises for rural teachers and staff, along with investments to meet rising operational costs.

State Rep. Diego Bernal, a Democrat from San Antonio, acknowledged the transformative nature of HB 2. He noted that even if only one major component, like teacher pay raises or full-day pre-K, were passed, it would still be a significant victory. But HB 2 delivers all these reforms and more, marking a monumental achievement for Texas public education.

The bill answers the call from educators and school districts for meaningful improvements in classrooms. With this comprehensive reform, Texas is set to see measurable progress in educational outcomes.
