Sanctions, conditional aid frameworks, and multilateral inspections are tools that can be used to demand answers.

Scientific collaboration is also crucial. Independent experts from neutral countries should be invited to review samples and methods, and South Korea should publish data in ways that allow peer review. Open science reduces suspicion and builds a firmer basis for policy choices.

For the refugees themselves, justice means more than diagnosis. It means access to treatment, support for affected families, and compensation where appropriate. A robust humanitarian response is both a moral obligation and a strategic necessity to prevent long-term regional instability caused by untreated illness and social dislocation.
