The State Department on Monday raised its travel advisory for Kenya from Level 2, “Exercise Increased Caution,” to Level 3, “Reconsider Travel.” The advisory cites health risks, crime, civil unrest, kidnapping, terrorism and traffic safety as reasons for the upgrade.

The warning doesn’t mince words about what Americans heading into the country should do to prepare. “Prepare a will,” it states. “Establish a proof of life protocol with your loved ones.”

Specific areas are flagged by name. Americans are told to avoid certain neighborhoods in Nairobi and several counties around the country over crime, kidnapping and terrorism risks, along with areas near the Ethiopian border due to unrest.

State Department officials say violent crime “can occur at any time” in Kenya, and that petty crime “is common” nationwide. Solo travelers are told to be especially cautious, and the advisory notes that Americans have been sexually assaulted in bars, resorts and hotels. It adds plainly: “Local police often are unable to respond effectively to crimes.”

Americans are also being warned about financial scams, particularly investment schemes involving gold and other high-value commodities. Kenyan authorities, the advisory notes, are unlikely to help victims recover money lost in these scams. Property disputes are described as common as well, with Americans who’ve purchased land, churches and businesses reportedly losing their investments or being forced off property by locals claiming ownership.

On healthcare, the advisory warns that medical services are limited, especially outside major cities, with some facilities lacking basic medicines and equipment. “Except for a few private medical facilities based in the large urban centers with enhanced capability, many health issues may require medical evacuation at your own expense,” the advisory states. “Medical facilities will usually deny service if payment is not made upfront.”

Protests are another concern. The advisory warns that demonstrations can turn violent, and that protesters have previously attacked vehicles carrying Americans, including safari vehicles and motorcycle taxis. Travelers are urged to stay alert in tourist areas, keep a low profile, and steer clear of demonstrations and crowds.

Kenya remains a major draw for international travelers thanks to its wildlife safaris and national parks. The country pulled in roughly 2.7 million international visitors in 2025, with travelers from the Americas making up 14% of arrivals, according to government tourism figures.

Kenya isn’t alone. The State Department updated its advisory for Peru last month over crime, civil unrest, kidnapping and terrorism, and has separately warned travelers to Brazil about criminals targeting tourists at bars and through dating apps before drugging and robbing them.
