Smartmatic Exec Allegedly Bribed Top Venezuelan Election Official

Federal prosecutors have laid serious charges against Roger Piñate, a Venezuelan-American executive and co-founder of Smartmatic. Accusations suggest that Piñate orchestrated a bribe involving a luxury residence in Caracas for Tibisay Lucena Ramírez, the head of Venezuela’s National Electoral Council. This alleged bribe was to gain her support in a business conflict with the Venezuelan government.

In 2019, Piñate allegedly offered the bribe to influence Ramírez in a dispute between Smartmatic and the Maduro regime. The dispute arose after Smartmatic accused the government of electoral fraud during the 2017 National Constituent Assembly elections. This led the company to halt its operations in Venezuela.

Prosecutors presented evidence, including witness testimonies, encrypted messages, and photographs, to support their claims. They argue that Piñate used a foreign shell company to hide the illicit transaction. The property in question was valued in the upper-middle-class range.

Smartmatic firmly denies these accusations, stating that the government’s claims misrepresent the facts. The company asserts it stopped all operations in Venezuela in August 2017 after exposing election fraud. Smartmatic maintains it has not pursued business in Venezuela since then.

In an official statement, Smartmatic emphasized its commitment to ethical standards and dismissed the allegations as baseless. “The government’s citation of an alleged bribe in Venezuela in 2019 is untethered from reality,” the company stated. They highlighted their decades-long track record of integrity.

The residence allegedly transferred to Ramírez was crucial in the bribery accusations. Ramírez held significant sway over Venezuela’s electoral processes during her tenure from 2006 to 2020. She managed relationships with companies like Smartmatic involved in election technology.

Prosecutors claim Piñate believed gaining Ramírez’s favor was essential for resolving the company’s dispute with the government. The bribery charge is a part of a broader investigation into Piñate’s alleged illegal activities. This legal battle adds another layer to the ongoing scrutiny of Smartmatic’s operations.

Beyond Venezuela, the U.S. government has indicted Piñate for a separate bribery scheme in the Philippines. In 2024, he and co-defendant Jorge Miguel Vásquez faced charges of conspiracy related to inflated voting machine contracts.
