NY Gov. Hochul Deploys National Guard to Correction Facilities Due to Unapproved Strikes, Staff Shortages

New York Governor Kathy Hochul recently took measures to address the challenges faced in the state’s correctional facilities. The governor is preparing to deploy the New York National Guard to ensure the safety of correction officers, inmates, and nearby communities. This decision follows a serious incident at the Collins Correctional Facility where inmates overpowered guards.

Hochul’s administration is working with the Attorney General’s office to explore legal avenues to enforce the return to work. The Taylor Law is one such mechanism that may be utilized to compel compliance. Commissioner Daniel Martuscello highlighted the detrimental impact of the work stoppage on the department’s operations.

Martuscello acknowledged the potential for improvement and dialogue with the union while urging an end to the strike. The union had reached a collective bargaining agreement with the state in March 2024, aimed at improving conditions for corrections officers. Key benefits from this agreement included salary increases and enhanced pay for hazardous duty.

The agreement also provided location-based pay adjustments for officers working in downstate assignments. Another significant benefit was the introduction of fully-paid parental leave for 12 weeks. These measures were part of broader efforts to recruit and retain correctional staff.

Efforts are underway to implement administrative changes that safeguard corrections officers. Recruitment drives are being expanded to address staffing shortages. The state continues to seek solutions to reduce the frequency of assaults within facilities.
