Illegal Alien Indicted For Fake DHS School, Selling DHS And FBI IDs

A Brazilian national has been indicted after allegedly running a fake government-style operation that sold counterfeit DHS and FBI credentials and certificates promising immunity from immigration enforcement. The case centers on a self-styled “CEMA” setup, roughly $14,000 in revenue from $400 fees, federal charges for misuse of seals, and deportation proceedings tied to an overstayed visa.

Federal prosecutors say Mario Cesar Dos Santos, Jr., 50, operated in Ocala, Florida, presenting himself as the leader of a bogus relief and security outfit. He reportedly ran seminars and sold documents that claimed to provide protection from federal immigration officers. Authorities flagged the scheme as both a criminal fraud and an attack on official trust in federal seals and programs.

Victims were allegedly told a short course and a certificate would grant them legitimacy and a shield from immigration enforcement, and many paid up believing it. The certificate reportedly displayed both DHS and FBI seals alongside the label “CEMA,” a name Dos Santos used to imply a connection to established emergency agencies. Prosecutors say the scheme charged $400 per person and generated about $14,000 in total revenue from attendees.

“FEMA is cracking down on those who don’t just scam our programs but hijack our identity, a DHS spokesperson told Fox News Digital. “This individual — a Brazilian illegal alien who overstayed his visa — did more than just break our laws. This illegal alien brazenly defrauded our government by running a shadow agency.”

The indictment was filed in the Middle District of Florida after a joint investigation involving DHS, the FBI and FEMA, and it focuses on fraudulent use of government seals. Those charges carry stiff penalties because misusing official insignia undermines public confidence and can facilitate other crimes. Separately, immigration authorities moved to initiate removal proceedings after agents determined Dos Santos overstayed his visa.

Federal officials emphasized that sham operations like this exploit vulnerable people and the integrity of real emergency programs. They warned communities to be skeptical of anyone offering immunity through private certificates or unofficial stamps. Law enforcement views the case as both a consumer fraud matter and an immigration enforcement issue that needed decisive action.

“We have ZERO tolerance for anyone who weaponizes our seal to build a fraudulent platform or subvert our immigration system. Working with DHS — Homeland Security Investigations and the DOJ, we will ensure that those who exploit our credentials face the full weight of the law,” the spokesperson added.

The timing of the arrest comes as leadership changes at the Department of Homeland Security have been rolling out, with recent administrative shifts drawing public and political attention. The individual case feeds broader debates over border security, visa enforcement and the need to protect federal programs from fraud. Republicans have pushed for tougher responses to both illegal entry and schemes that prey on people seeking legitimate help.

The story also crossed into national politics when the administration announced a personnel change at DHS and a new diplomatic role for the prior secretary. “I am pleased to announce that the Highly Respected United States Senator from the Great State of Oklahoma, Markwayne Mullin, will become the United States Secretary of Homeland Security (DHS), effective March 31, 2026,” Trump posted.

As criminal and immigration proceedings move forward, officials say the priority is to shut down counterfeit operations and hold the perpetrators accountable. The federal response is meant to send a clear message that exploiting government identity or promising unlawful protections will not be tolerated. Local and national authorities will continue to investigate any linked networks and warn the public against paying for unauthorized credentials.
