Hawley Demands Probe Of Planned Parenthood Taxpayer Transgender Funding

Congressional restrictions on federal dollars going to abortion providers are set to lapse, and Sen. Josh Hawley is pushing for a probe into roughly $1.5 billion in Medicare and Medicaid payments to one organization he says has been involved in promoting transgender treatments for minors. The clock is ticking on a federal prohibition that previously blocked tax dollars from reaching abortion providers, and Republicans are sounding the alarm. Sen. Josh Hawley has put a spotlight on a large stream of federal payments, arguing those funds deserve scrutiny and accountability from the agencies that oversee Medicare and Medicaid.

Hawley’s letter to the Centers for Medicare and Medicaid Services asks the agency to examine whether roughly $1.5 billion “are flowing to an organization that promotes transgender treatments on minors.” That plain allegation is the hinge of his request and sets the stage for a formal inquiry into where taxpayer dollars end up.

He directed his concerns to the CMS Administrator and urged action in stark terms: “I urge you to direct your investigative efforts toward Planned Parenthood and its role in pushing transgender madness onto minor children,” Hawley said. The senator is framing the issue as both a fiscal and moral problem that demands immediate attention from regulators.

The dispute is tied to a lawmaker-driven ban adopted by Republicans last year but scheduled to lapse on July 4, which previously stopped federal tax dollars from flowing to abortion providers. Hawley tried to lock that ban in longer through a budget amendment that would have extended the restriction on Medicaid funding until 2035, but the amendment did not succeed.

At the center of Hawley’s probe is whether federal payments were used not just for routine health services but to steer minors toward gender-affirming medication or referrals for surgical procedures. He has accused the organization of exploiting “legal loopholes to provide” these treatments and says parents and taxpayers deserve clarity on the matter.

“The organization openly advertises that it provides sex-change drugs and refers for transgender surgeries,” Hawley said. “According to one recent report, Planned Parenthood’s provision of this so-called “gender-affirming care” has exploded — with a 40% year-over-year increase.” Those words underline the senator’s view that the scope and growth of these services should trigger federal oversight.

Hawley points to a Government Accountability Office tracking of payments between 2019 and 2022 first published in November 2023, which traces how federal funds were distributed but did not conclude those dollars were spent specifically to push transgender procedures. Still, the senator argues the evidence is enough to warrant a deeper probe and stronger safeguards.

“In other words, billions of taxpayer dollars have been taken from those in poverty and the elderly and given to Planned Parenthood,” Hawley said. “Moreover, these funds apparently have been used to prop up Planned Parenthood’s provision of transgender procedures to children.” That line of argument ties fiscal stewardship to protecting vulnerable populations and raises tough questions for CMS about oversight.

Republicans pressing this case say the debate is straightforward: taxpayer dollars should not bankroll practices many see as controversial or risky for minors, and federal agencies must enforce clear guardrails. With the funding ban nearing expiration, the issue is moving fast from congressional letters to potential federal action and political bills aimed at preventing the use of federal money in ways elected leaders find unacceptable.
