A competitive primary cleared the way for Democrat Janelle Stelson to face Congressman Scott Perry, setting up a high-stakes fall fight in a district that has tested conservative strength. Janelle Stelson beat Dauphin County Commissioner Justin Douglas in the Democratic primary, emerging as the nominee to challenge Scott Perry. Stelson is best known locally as a longtime anchor for Lancaster’s NBC affiliate, and her name recognition clearly helped in a crowded field. Her path to the general election, though, has not been uncontroversial and will be part of how voters judge her candidacy.

Scott Perry has built a reputation on steady conservative positions and leadership in the Freedom Caucus, and he has defended the district’s values through multiple contests. Critics argue the move came late and was clearly timed to smooth over voter concerns about whether she truly belongs in the district she’s seeking to represent.

Primary opponents also took aim at Stelson for skipping debates, a point Justin Douglas emphasized as a sign she wasn’t willing to face scrutiny from Democrats and independents alike. Her past political affiliation raises eyebrows too; she was a registered Republican before changing her party registration during the Trump years, a fact opponents on the right will highlight as they question her reliability. Supporters point to endorsements like Gov. Josh Shapiro’s as proof of establishment backing, but that connection will be framed differently depending on which voters you talk to.

“One of the things I was very against President Joe Biden, the border was quickly becoming more of a mess than usual,” Stelson told the outlet, while adding that President Donald Trump’s response to the crisis has been a bridge too far. She has also said she’d back repealing Trump’s tariffs and that she is pro-choice, positions that stake out a mix of views likely to pick up purple voters but frustrate conservative voters who want a stronger border stance and pro-life commitments. Those positions will be central in a district where national issues bleed into local sentiment.

Perry’s ties to broader conservative causes and personalities have drawn attention, including being linked to initiatives favored by tech figures and grassroots conservatives alike. While critics try to paint him as polarizing, his supporters point to consistent policy stances and local engagement that helped him hold his seat even in tight years. The southern suburbs, including areas like Camp Hill and Lower Allen, are changing demographically, which makes voter turnout and persuasion efforts even more crucial for both sides.

Expect November to put this district on the map for national watchers who keep score on control of the House. Conservative voters in Cumberland County and the Susquehanna Valley will be decisive, and both campaigns know the contest will be judged on residency, message discipline, and get-out-the-vote ground work.
