California Couple Arrested After 21 Kids, Including 17 Toddlers, Found in Surrogacy Operation

A couple in California found themselves in hot water after authorities discovered they had 21 children, mostly toddlers, allegedly born through surrogacy. The police are now working to determine if this unusual operation had any ties to child trafficking, according to reports from The New York Post. The couple, Guojun Xuan, 65, and Silvia Zhang, 38, were apprehended in Arcadia, California, when law enforcement officials found 15 children living under their roof.

In addition to the 15 kids in their home, six more were found in various locations linked to Xuan and Zhang. Among the 21 children, 17 are said to be under the age of three, with the oldest being just 13. The situation came to light when police responded to a distressing report about a two-month-old suffering from a traumatic brain injury.

Authorities suspect the injured infant was harmed by a nanny employed by the couple, identified as 56-year-old Chunmei Li. The nanny is currently on the run, and police are actively searching for her whereabouts. Lt. Kollin Cieadlo from the Arcadia Police Department shared that the abuse wasn’t an isolated incident. “The discipline, both verbal and physical, was severe to the point where it supported the beliefs that child abuse was occurring inside the home,” he remarked.

Investigators have reason to believe these children are the biological offspring of Xuan and Zhang, brought into the world through surrogates they recruited via their own agency. “Many of the children were birthed through surrogacy and then the male and female at the residence took legal guardianship of those kids,” Cieadlo explained. One surrogate mother, Kayla Elliot, expressed her shock upon discovering the couple’s intentions. “It’s horrific, it’s disturbing, it’s damaging emotionally,” she said, realizing she had been misled about the couple’s plans for the child she delivered.

Elliot revealed that the couple never disclosed their ownership of the surrogacy agency, and she is now fighting for custody of the child. “Agencies—we’re supposed to trust them and follow their guidance. Come to find out this whole thing was a scam, and the parents own the agency,” Elliot lamented. The Los Angeles-based surrogate is not the only one grappling with the fallout from this alarming revelation.

Initially, no charges were filed against Xuan and Zhang, but the tides turned when they were later arrested for child endangerment. The authorities continue to search for the elusive nanny, while child welfare agencies have taken the children into protective custody. Although California law does not restrict the number of children a couple can have through surrogacy, the sheer number of young kids and the manner of the arrangement have raised suspicions.

Kallie Fell, executive director of the Center for Bioethics and Culture, voiced concerns about the operation. “That to me smells of trafficking, child trafficking,” she told KABC, echoing the worries of many involved in the investigation.
