This article lays out what happened when an Afghan national now accused of shooting two National Guard members near the White House entered the United States after the chaotic 2021 withdrawal, how his prior work with U.S. government forces is being scrutinized, who is leading the investigation, and the strong reactions from national and local leaders.

Late Wednesday a violent attack left two West Virginia National Guardsmen critically wounded just blocks from the White House, and an Afghan man has been taken into custody as the suspect. The man is identified as Rahmanullah Lakanwal, 29, who arrived in the U.S. in September 2021 under Operation Allies Welcome following the chaotic exit from Afghanistan. The proximity to the White House and the status of the victims have made this a high-profile law enforcement matter from the start.

Intelligence officials say Lakanwal worked with U.S. government entities during his time in Kandahar as part of a partner force, which is now at the center of questions about vetting and oversight. Those connections have prompted sharp criticism of the Biden administration for how the evacuation and subsequent resettlements were handled. This case puts a spotlight on how people who assisted U.S. operations in Afghanistan were processed as they came to the United States.

CIA Director John Ratcliffe commented on the broader implications, saying, “In the wake of the disastrous Biden withdrawal from Afghanistan, the Biden administration justified bringing the alleged shooter to the United States in September 2021 due to his prior work with the U.S. government, including CIA, as a member of a partner force in Kandahar, which ended shortly following the chaotic evacuation.” That direct rebuke reflects a Republican view that national security failures created avoidable risks for Americans.

Ratcliffe did not stop there, adding pointedly, “The individual—and so many others—should have never been allowed to come here,” Ratcliffe continued. “Our citizens and service members deserve far better than to endure the ongoing fallout from the Biden administration’s catastrophic failures.” He also offered a brief benediction: “God bless our brave troops.”

The FBI has taken the lead on the probe, and multiple intelligence sources are treating the incident as a possible act of international terrorism. Officials confirm the two wounded Guardsmen remain in critical condition, and investigators are sorting motive, timeline, and any potential accomplices. This kind of inquiry will involve federal, local, and intelligence agencies working in tandem to get answers quickly.

Former President Donald Trump addressed the nation about the attack, calling it a “savage attack” and noting one Guardsman “was shot at point-blank range in a monstrous ambush-style attack just steps away from the White House.” He also labeled the incident an existential threat to the country when he said the “heinous assault” was an “act of evil and act of hatred and an act of terror. It was a crime against our entire nation. It was a crime against humanity.”

Trump further appealed to national solidarity and accountability, stating, “The hearts of all Americans tonight are with those two members of the West Virginia National Guard and their families,” he added. “The love of our entire country is pouring out for them, and we are lifting them up in our prayers as we are filled with anguish and grief for those who were shot, we’re also filled with righteous anger and ferocious resolve. As President of the United States, I am determined to ensure that the animal who perpetrated this atrocity pays the steepest possible price.”

Local officials say the attack appears to have been deliberate. “This is a targeted shooting,” D.C. Mayor Muriel Bowser explained during a news conference. “One individual appeared to target these guardsmen. That individual has been taken into custody.” Authorities are now piecing together the suspect’s movements in the hours before the attack and what motivated him to strike where he did.
